When shutting down my desk top computer in the normal way, it goes through
the normal process of 'Saving your settings' followed by 'Windows is
shutting down' and after a few seconds of disc writing I can hear the hard
drive stopping and afterwards all disc activity stops, but the computer
stays running indefinitely with the 'Windows is shutting down' message on
display. I have to switch it off by pressing the button on the case for 4
seconds. This problem started a few weeks ago for no apparent reason.
As a crude diagnostic test, if instead of clicking 'Turn Off ' I click
'Restart' the computer will go through the shutown procedure as normal and
will automatically restart successfully. This would indicate I think that
Windows OS is not getting hung up during shutdown procedure.
I would be v grateful to get some advice to help me investigate and cure
this swich off problem.

Ooooh! I've got this problem on a PC in my bedroom into which I fitted a
Hauppage t.v. tuner card. After setting it to record a t.v. program I need
to "hibernate" it, and when I do, I can head the hard-disks park after the
blue hibernation progress bar completes, and fan speeds decrease but, then
it fails to power off. But with a PS2 keyboard attached, (instead of my
wireless one), I press a key on the keyboard and "CLUNK" it powers off !!!
I've never been able to solve it. PC has an old Conroe 865PE motherboard in
it, and in bios, there precious little ACPI settings to fiddle with, S1
and not much else, if memory serves !
One day I'll put a new motherboard in it !

responsible ?
I've tried the other proposed solutions given by Mike S without success, but
I am grateful for his suggestions.
I guess complete Windows XP re-install should do the trick but I'm reluctant
to do that unless I completely run out of other options

Yes I did download and run UPHClean-Setup.msi a few weeks ago, but that,
like everything else I have tried has failed to cure the shutdown problem.
